Additional Information From the Colton Storm catalogue: "The Deseret Constitution was the first attempt of the Mormons to establish a civil government after they reached Utah. In 1849 there was no operating printing press in Utah large enough to print the pamphlet, and Kanesville (later Council Bluffs), Iowa, was the nearest convenient town with a press."
